OpenGL OpenGL on OpenGL ES?

I am trying to put together a nice Linux distro for smaller devices. I have some hardware-accelerated OpenGL ES libraries that work with my X11, but unfortunately pretty much all the existing games for Linux are written to use OpenGL 1.1, and the intersection of OpenGL 1.1 and OpenGL ES is effectively the null set. What I'm looking for is a library that implements yer basic OpenGL on top of OpenGL ES, together with a GLX library implemented on top of EGL/X11. Does anyone know of such a beast, preferrably with a free license?

Which version? GL ES 1.1 and 2.0 are pretty different, and i don't think GL can be layered on top of GL ES, as GL ES has some features that GL doesn't have and viceversa. For example:

- Buffer mapping is optional in GL ES.
- Optional 3D texture support.
- Etc.

So, a emulation library (if any exists?) would have to resort to several software fallbacks, and probably would be pretty slow.
