There's something I don't fully understand about creating the engine for your games. Does that mean you must make some kind of home-made mapmaker where you'll be able to put all your tiles/background/objects together visually? Or is it something else?

There's no law that states you need to build an engine for your game, and that that engine should contain a level editor.

Do what makes sense for your particular game. For many games, that means an existing engine or set of libraries will provide much of the functionality that you need, combined with an existing editor and some custom tools. But it depends on the game.

The term 'engine' is pretty vague and abstract anyway. That's why many people here suggest building a game instead, because it's easier to determine what your game needs than what an 'engine' needs (because people often think their engine is going to need this and that and also a few other things just in case... and they drown in it without producing something that's actually useful).

You don't have to have a level editor, its actually a very nice idea to just use 3ds max/some kinda terrain tool as a level editor, if its a simple game.
