Console apps in Windows are apps that run in a "DOS" box, or console. They are the simplest code, so the beginners tutorials usually start there.
Kind of boring though.

This is one of my console games.
They are lots of fun to make, though I've dropped writing strictly for Windows, and I now write cross-platform games.

If you are a new programmer don't worry about it. Make some guess the number and text adventure games. Learn to program, then learn to program games.
