Turning a keyboard into a Game Input Device

Hello, I'm looking for a way to make Windows recognizes secondary keyboards as gamecontrollers. Reasons is that when i play games like Street Fighter against a friend, we can't both use a keyboard, as windows will recognize it as only 1 keyboard. I've been looking on the internet, and haven't found any solutions to this so far, so it looks like I might have to fix this one myself. I think this might be possible by writing a virtual driver? Any idea's, suggestions tips or info would be very welcome. Never did anything similar like this.
