dsound or sndPlaySound

I'm not experienced in handling/programming music and so I'm reading through sources to get an idea how to play background sounds. to me it seems that there are 2 (major) ways: directsound or the system-build-in functions. what is the downside of using dsound except you need directx installed? an disadvantage of sndPlaySound is that you don't know exactly where the playback is (position in time). are there other?

If you just want to play some sound files ( mp3, wav, etc) use library like fmod, bass. If you want to write your own software synthesizer both ways are correct, but as adt7 said DirectSound is deprecated :)

PS. ask this question in Sound forum they should know better :)
