texture caching

I have problem with the texture caching, I think…

Here is the problem; My application runs usually at ~40 FPS.
But sometime the FPS drops to 15, well now u can say that's life.
The interesting thing about it is that when the camera had the same POV the FPS was 40.
One more interesting thing is if I press ALT-TAB and return to my application the FPS is 40 again.
