timer routines?

I used to set up another thread and call the QueryPerformanceCounter to update the tick count. However the thread wouldn't update at regular intervals so it made everything look jerky.

I've changed most things to use a new function called PR_GetTicks () which returns the result from the timer directly without using a thread.

The old timer routines are still there in case you really need to put other code besides the tick count in a thread. You could also use both methods for different things, like the thread method for updating SEAL's music mixer and the new method for movement timing.
