Is it only possible to do BumpMapping with MATROX card?

Only G400 supports this kind of bump mapping in hardware. We'll have to wait and see about the next generation of 3D cards.
I think NV10 will do it, but I'm not sure if Voodoo4 is capable of environmental bump.

I had to locate file at:
http://users.imag.net/~lon.egerter/q2/prland.zip

I can never get new files from egerter.com.

You can download the demo from: www.egerter.com/matrox/prland.zip.

It will work on any 3D card but you need a Matrox G400 to see reflections in the water.
