create new bitmap

how do i create a new bitmap which takes every second pixel from another bitmap? Also what should be the appropriate way to scale up an image?

Umm i'd imagine you run a for loop over the First Bitmap


for(int y = 0; y <BitmapHeight; y+2)
{
for(int x = 0; x < BitmapWidth; x+2)
{

}
}

[EDIT] Loops Inverted
Easier if you say what Language your using ..
