OpenGL GL_CLAMP_TO_BORDER back in GL 3.1?

I thought GL_CLAMP_TO_BORDER was deprecated in 3.0 as it's not listed in http://www.cincomsmalltalk.com/userblogs/mls/blogView?showComments=true&printTitle=Forward_compatible_OpenGL_3.0_defines&entry=3398275422 but I see it in glspec31.20090324.pdf ??

Perhaps page 150 contains a solution to the mystery.

For any texel in the equation above that refers to a border texel outside the defined range of the image, the texel value is taken from the texture border color as with NEAREST filtering.

Seems like there is a border, but it is a static color and not a part of the texture. The border color setting is still there also.
