Band-limited Interpolation Function

Hi All, I'm looking for a good C/C++ (or other programming languages) routine for band-limited interpolation. The method I have in mind upsamples by inserting zeros between existing COMPLEX data points and then low pass filters. Does anyone know if there's a good well-tested library routine for this somewhere? Thanks!
