Cel-shade outlining

I'm currently working on a game engine that's utilizing cel-shading. The shading aspect I have done and am pleased with, but the outlining of objects is something I'm having trouble with. I've tried several methods (rendering the objects to a blank background and using an edge detection filter, drawing the objects slightly scaled up in black, etc.) and none have yielded satisfactory results. I'm convinced now that the only way to get the results I want is to render the back faces in wireframe mode with thick black lines (as described here), however I have no idea how to pull this off in DirectX 9. Does anyone know how to pull this off? Thanks so much!
