How does a modern-day game engine port to different playforms? The PS3 and Xbox 360 both have very different operating systems, APIs, Libraries- how does an engine build the game?

You can create XBOX360 arcade games with XNA, but for porting commercial games you need to be approved for a license, then you will have access to the platform SDK and buy some devkits to test on.

You would have high level abstracted functions like 'create graphics system', 'load model', or 'render texture'. Then those functions will call the API/OS specific calls to do what is needed. If its done right you just code the game once then for each platform the game is compiled for the specific bits are added in and the others are left out.
