Game Maker is the first thing that comes to mind (with Game Maker, you can use scripting if you want, but you don't have to). Unity is another good game authoring tool, although to do anything of interest you really have to do at least some programming (IMX).

I think there may be some other authoring tools geared towards specific genres (e.g. RPGs), but I'm not that familiar with them.

Another all-purpose WYSIWYG game editor is Torque Game Builder, which is built on top of the Torque engine. However, this is a commercial product, and costs $250. It is quite nice though, and probably one of the best drag'n'drop engines available.

As for genre-specific drag'n'drop engines, Eclipse Engine is a simple 2D overhead MMORPG engine. It is free and open-source (source is written in VB6). It does offer some scripting support with its own scripting language, SadScript.

Blender has integrated game engine. Games can be created using its graphical logic editor without any programming. And it's free.
