Make a particle system. Each particle can be a simple raindrop model or a billboard, or even a simple line. There are lots of tutorials on the net, here's one: http://www.swiftless.com/tutorials/opengl/particles.html ( Using glut, but you can get it's concept )

you'l have to get used to reading c/c++ tutorials. Im also using java + lwjgl and i find that theres very little tutorials that explain anything beyond the basics in lwjgl. You can however always try asking in the lwjgl forums at www.lwjgl.com.
