Turn Based Strategy - Map Processing

In the game Final Fantasy Tactics, how does the game logic know which tiles a certain character can move to? Some characters can move to tiles that are higher than other tiles, and some characters cannot move to these higher tiles. I'm stumped on this.

Map is 2D array of integers.

When moving, check the difference between current tile, and adjacent one. If difference is < height, then it's passable.
