In it's current shape, it's quite arduous to create and use terrain.
The command line utils don't make a lot of sense with PR3 being Direct3D only, but the previous versions needed to be that way to be cross platform.
I will probably be working on nice Windows apps to get rid of the command line utils over the next year.

Thanks to Darren Nix who did most of the work (use Power Render with MFC, thanks again Darren), I am writing a PRO-Editor. This editor will combine editmat, setstage, texset, 3ds2pro !! So, you can create new materials (of course Multitex-Support), you can assign new uv's !! You can also change render-methods and all that stuff.
It uses MFC for nice windows interface. You can import 3DS, and LWO, an it's saved using the PRO-Format.
It has of course a real time 3D View !!
It's not finished yet, but in one or two weeks I will provide the first version, so stay tuned.
