Context switching time (Win NT, 98, etc.)

I have looked all over the web and have found very different answers to this... If I have a process with 2 normal-priority threads, what is the time (avg, max) that one of these threads will be halted, because of a context switch, before it resumes execution? My tests under NT4 show this time as large as 60ms, which seems ridiculous. I am not running any other apps. Is the context switch granularity the same as the granularity of GetTickCount() for a given OS? Is there a way to modify it?
