When I set Direct3D to use a stencil buffer, does it actually "steal" the bits from the Z buffer?

Depends entirely on the graphics hardware - many graphics cards have 32 bits of "something" as well as the frame buffer...

depending on their driver they may then expose a few formats with different divisions of that Z=24 S=8 etc....

its not stealing as such, but yes you usually end up losing some Z precision.
