Creating a sound manager with openAL?

Hi guys, recently I was trying to look into openAL, as it is cross platform, to add some sound in my project. As this is the first time a hands on sound programming, there are a lot of question marks around my head. I was thinking that is it possible to work like input manager? I wish to create a sound manager to control all my sound resources and determine when to play which sound effects. If can, how do we create a typical sound manager? I also heard that the background sound should have a separate handle from the sound effects. Is this true? Much thanks. Regards, JiuHu
