For sure!

You noticed that my answer is only a bit more generic than your question, don't you? So, what programming language/binding do you need? What kind of library? What kind of licensing?

I think Collada DOM is the best way to import DAE files into your application if you work with C/C++

I didn't have any problems downloading it - just press the green button
http://sourceforge.net/projects/collada-dom/files/

You can also do export with Collada DOM to your specfific(simplified) format and then write your own importer for your application (that's what I did because of compiler support issues)
