OBJ texture mapping

In the obj file format, faces connect the vertexes. How are the textures linked to it?
#obj file snippet

vt 0.155800 0.440300
vt 0.156800 0.441000
vt 0.159800 0.443800
vt 0.163900 0.447900

f 4/1 1/2 7/3
f 4/1 7/3 6/4
f 7/3 9/5 8/6
f 7/3 8/6 6/4
In the above list I thought, the 1st (4) vector has the 1st vt coordinate, the The second vector (2) has the 2nd vt coordinate. Is this right?
