DirectX Texture color replacement

This may be a stupid question. I remember playing a strategy game a while back (I think it was HomeWorld). In the game you could define your team's colors. To define the colors the game would offer 3 sliders for each color for your units (I think it had a primary and secondary color) and then the same colors would be applied to all of your units. I'd like to have a similar system, however I'm unsure how to program that in. Would this just be done as a layered approach where I take the default color, and paint the new color on top and then place decals on the top layer. Or is there some kind of DX feature that will allow me to do a "color replace" of this sort?
