how to simulate animation of tree leaves

I have done the branches movement but dont know how to do for leaves. Beside the movement inherited from parent's branch, Leaves should also have their movement,such as bending and torsional flutter. Will you give me some advice, thank you in advance.
maybe make the tree more of a skeleton an then use the leafs like fingers, where you can do the movement that way?

I try to simulate it in a physical way, and the branches works. For the leaf and the branch has different movement model, I dont know how to model the leaf's movement.
