OpenGL Timing of callback functions (linked to monitor refresh rate?)

Hello, I'm using OpenGL and GLUT for psychophysical experiments where I measure response times of mouse clicks. Now I realized that my response times recorded are discretized with 17ms steps, i.e. ca. 60Hz. I already googled a bit but didn't find anything. Does anyone of you know, when the callbackfunctions, especially of glutMouseFunc(mouse) are called? Is that calling tied to the monitor refresh rate? In my mouse function I read out GLUT_ELAPSED_TIME so I guess that the calls of mouse only happen every 17 ms. I'd be happy for suggestions. Best Michael
