Character in a terrain.. help!!

Hello. i want to make some characters move around on 3d terrain. i used vertex buffer to render the terrain. Is this a good idea to make character with vertex buffer too? Somebody told me about mesh.. well.. if i use mesh, should i use 3d max to make x file..? or is there any way to create mesh? i think 2d rectangle surface with texture would suffice for the character.. please help me.

I do believe our good friend elios is speaking of people when he says characters, not characters of text. That''d be an interesting game though, just make a bunch of letters running around, who needs to create player models.
^^I am not talking about text..
