Codermasters "Fuel" has an environment that is 14,000 square kilometers. They claim that they achieved this by taking bits of Digital Elevation Data and "stitching" them together to make a completely new environment. Does anyone know anything about this method?

DEMs are (basically) just heightmaps. The difference being that they're coordinates are often in long/lat instead of a flat rectangular plane, which means if you treat it as being rectangular you'll get a lot of distortion towards the poles.
They've just taken lots of these images and pasted them next to each other to make a 120km x 120km heightmap.
You could do this using an image editor like Photoshop, or a specialised terrain editor like Grome. Then after cleaning up the edges and adding details, you've got to chunk the data up again so your engine can stream it.

You can download free DEM data with decent resolution for most of the globe.
