How to bump border edges

Hi, i'm writing a little game and after the gui but before particle system i want to accomplish an effect like this: bump I want bump the border with a color or just draw border in black for more cartoonish style model rendering (with vs/ps 2.0) So i think the right question is: How to find if the vertex/pixel i'm currenly drawing is a vertex/pixel of border? Or is this a wrong way and you can suggest a better one? Thx.

Just render a slightly upscaled version of your mesh as a solid before the other one. This may actually kind of fit into a glow effect.

Pass 0

Render a slightly upscaled instance of the mesh. Alpha/Color values are
affected based on the angle between the view's look vector and an interpolated normal.

Pass 1

Render the mesh normally.

I imagine that if you only have two angle intervals to worry about, you would get sharper transitions. (I.E. if angle less than X, use this color, otherwise use the other color). If you only render the mesh as a solid color, you would naturally get your border effect.
