Terrain tiles? Best way to make them

Hi Any tips on how to make tiles for a topdown (bird-view) RTS like dune 2? How to overlap, have different layers etc. For my last game i used a system where it checks each surrounding tile (only 4, not the 4 diagonal naibours) and changes tile according to which ones are of the same type. This gives me 16 different tiles for each terrain but looks repetative and not too natural. I think its good to overlap terrain somehow but im a bit confused on how to do it. Have base terrain under? Any tips, examples, tutorials? Thanks a bunch Erik
