GLSL Max Number of Programs?

Two questions: 1. What is the max number of compiled shader programs you can have accessible at one time? 2. In one shader program, I would like to support getting the color either from the vertex color or from a texture using texture coordinates. Is there any way I can omit sending the texture coordinates, and have it default to the vertex color instead? Thanks!
