As far as I know (please correct me if I'm wrong here),
to be able to use the latest SDK with VS2008, you need to buy
a legal copy of 3DSMax.
Then you will receive the SDK and all "needed" documentation.

You need an up to date version of 3DSMax, the appropriate SDK is present on the installation DVD. Additional SDK files can be obtained from Autodesk with your license or subscription ID. All this is done more or less automatically at install, no need to download the SDK itself. So I don't really understand your question. Unless you don't have a genuine version of Max, that is...

What can you do with that? import ds into c++?

The SDK is for writing plugins for 3DSMax.
