Is there anywhere you can download the latest edition of the red book (3rd edition i believe)? I know you can download the first edition and 1.1, but what about the newest?

You can''t. The authors want you to pay for their printed editions. They only made v1.1 available to give you enough familiarity with OpenGL so that you would buy the latest for the latest updates.

Download the 1.1 release and the official OpenGL 1.2 specs (from www.opengl.org), differences aren''t that enormeous. So you can learn v1.1 and check the updates in the specs.
