The dll isn''t the problem. 1.2 compliant dlls have been around for a long time from the hardware vendors. The problem is that no one has released the 1.2 headers and libs, requiring that 1.2 (and now 1.3) functionality be accessed in the same way extensions are.

The dll is the problem. The only opengl32.dll file ever released is the old one from MS. The extension header has the 1.2 stuff and it is easy to create a import library for a normal dll.
MS is not going to update the file and they are also using their power to stop anyone else from doing this. The usual explanation is that MS is trying to push their own D3D API. The goal is suppose to be a Windows monopoly for 3D accelerated graphics.
