How to renderer a polygon with transparent texture

Hi, I'm trying to make a small text program, and I have a large texture with 26 letters on it. But for some reason when I try to draw the letters I can still see the background as white. I made the texture in photoshop as a .bmp with an alpha channel. I'm using directX 10, and I'm using the OMSetBlendingState() correctly. For some reason transparency works with the .dds format, but not with .bmp but I can't work with dds because photoshop won't open it. What can I do?
