difference POM/Relief Mapping

where exactly is the difference between those two techniques? They seem very similar. POM looks like an enhancement of RM since it corrects some of the visual RM artifacts.

How exactly do the height field intersection algorithms work? It says RM uses a linear search in combination with a binary search utilizing bilinear texture filtering to find the intersection point. How exactly does this work? The papers are very sparing with explaining things like that.
