I think it might be a part of Eclipse/JFace/SWT toolkit.

Hmm, do you have the time to code one from scratch yourself, based on that? it could prove to be quite fun (not to mention, it would have 'your' touch).
Actually it looks like a regular windowed GUI with curves between the windows. I think you should be able to do this with any decent flexible/skinnable GUI libs.
