Water Reflectiong in D3D9

hi,I have achieved the water effect after reading this article: http://www.gamedev.net/reference/articles/article2138.asp

The stepts:
1. Multiply Reflection Matrix to get the mirror objects. Render the mirror objects to a texture;
2. Projective the texture onto the water surface(plane).

But there's something wrong with my water reflecting:

When I rotate my camera, the reflection on water will also change. In reality,If you dont move, the reflection should not change with your rotation.
So I think the texture should not be simply projectived onto the water surface.There must be something I have ignored. So can anybody help me~~thx.
