OpenGL Smooth Surface Fitting - How to?

I want to do spline-interpolation to fit a surface through some reference points.
openGL does as far as I see only support Bezier Curves and NURBS as higher level functions which count to be approximating.

How can I compute the Control points I need to fit a NURBS curve / Bezier patch
through some scattered data points.(no regular grid) (assume the pitch is 0 at those reference points)

I really wonder because to me it seems to be a problem which a lot of people should have. But I cannot find any solution.
