Unity Quake II request / generation utility

I'm not sure where to place this exactly but this might fit.
I'm not a programmer but would it be possible for a community utility that would randomly generate a map by combining several precompiled .bsps?

My thought would be that each part would have two entrances pre-populated with bad guys, ammo, etc and pre-lit and compiled but have brushes that mark where the program glues the map bits together.

If this is not feasible with .bsps how about just .map files?
I would generate the .map or .bsp files.
I was thinking that the map would select from 1 of 3 starter sections, randomly attach 12-24 intermediate sections, and then finish up with 1 of 3 end pieces.
