OpenAL-Soft is under the LGPL. Where is the license information that says OpenAL is? Two different things.
Be warned though, OpenAL only supports uncompressed .wav files, on the good side it can be used for 3D audio (positional audio) which DirectSound no longer supports. You can also try XAct which does support compressed audio and works on the XBox, plus it's free.

SFML is free (zlib license). It supports Wav, Ogg, and uses libsndfile under the hood for other common formats.

OpenAL plays whatever you throw at it, just use something like OggVorbis libs to get a raw wave form from compressed data.

I use OpenAL in my project with ogg its v flexible, and surprisingly simple to get going!
