Render scene to half the size

I am trying to render a scene to a texture that is half the size of the current viewport. Technically this would be more efficient than rendering the entier scene at full screen. I want to produce an effect so that all pixels in the scene are 2 x 2 pixels big. I am aiming to do this by rendering the scene at half the size and then drawing a full sized quad. I can render the scene to a texture, downscale and then upscale again, but this is clearly not the best way because the raterised image is downscaled so the quality is not great when upscaling. Any ideas?

I don't really understand what you're going for. You want to render the scene with 1/4 as many pixels, but you don't like that the image quality is worse when you upscale it? What did you expect to happen?

Also you shouldn't have to "downscale" anything, you just render it to a texture that has the size you want.
