Engine that can be run immediately

My mate is an artist and wants an engine that he can just drop assets into to test out ideas etc.

I know pretty much nothing about engines that are out there.

Is there something usable that allows artists to drop in a character and environment and have the character run around in it?

He mentioned that they used Ogre in their development in uni. Is this viable?

Ogre is only a rendering engine. It's pretty quick to just drop in a new model and render it, but once you talk about 'running around' you need physics (or at very least a floating camera), that needs to be implemented somewhere outside of ogre.

there's also 3D GameStudio, and Shiva.

3D GameStudio is the easier of them all (IMHO of trying the demo), and UDK is the hardest ( but most awesome :-) ).

But Unity have a free version that you can actually sell your game (both 3DGS & Shiva don't) and it's not that hard either, it's just 3DGS is much easier. they have a lot of prefab over the years, so a lot of automating can be done.

so uh, go with Unity, with all the companies using unity these days, it's a good thing to have experience in it.
