Game Story and Storyboard

Hello!
I have a question!
How does large companies start a game. With what they begin?
how is the storyboard constructed? With what they start? The characterization of the most important person? or what else?

Start a game with a game. Story and character are part of the facade. It is a game, therefore, the game design is the software design. Not having a game design is like starting an application without deciding if its a word processor or a 3D art suite. You can't do that. The software design dictates its implementation and art needs, including story needs. For example, if your game was a simple puzzle on a board dealing with abstract elements, it may be that your story needs range from "none" to "something for the artist to use as a theme".

I just started my 3rd project with a character and story.

It failed.
