I am on the xna website, http://create.msdn.com/en-US/, but it's completely different and just has Xbox360 and Windows Phone all over it.
Did they kill off XNA for PC? I was teaching myself OpenGL and learning 3D, and then I got excited about 3D engines and wanted to learn XNA, with the hopes of maybe one day publishing a game primarily for PC (maybe even get on Steam (high hopes)) and also publish for Xbox 360, but I think that's all finished now?

XNA Game Studio is alive and well on the PC.
It just happens that it is the only way to make hobbiest games on the 360 and the easiest way to make them on the new Windows Phone, so those are the most visible on the site.

I think they're just trying to heavily advertise it for WP7 and 360 development. Last I heard, XNA 4 still works on a PC.

They just don't advertise the PC end as much because the subscription/app publishing model isn't in place on the PC. On the PC, XNA is mostly a convenient wrapper around DX9 and with a nice framework on top of it.
However, it works perfectly on the PC. You just don't have a built in app channel/revenue stream with it.

They're also starting (in 4.0) to cripple a lot of features that used to work on Windows in order to streamline things for Xbox 360 and WP7. It's supposed to make Windows games easier to deploy (since they support a range of features most likely to be supported on installed hardware) but it definitely limits what you can do.
