Is there anything like MakeHuman that can create people with clothes on?

Don't know for sure, but if you look in the MakeHuman forums you'll probably find some tips for making clothing. Pretty much anything beyond the nude mesh will involve exporting/importing to Blender (I've done it -- it's not hard) and editing it there.

There's also Quidam, haven't tried it yet, though.
