I am studying XNA and I want to move to 3d animation. What I specifically want is, atleast, to be able to make an avatar that can "walk".
My question is, how is this done? Do I do the animation in a third-party software,like Maya or code every frame of the animation in XNA? Pardon the noobness. What is the most practical thing to do? Thanks!

You might want to start by looking at some of the stickys in the Visual Arts forum here on gamedev. Also, the gamedev home page (upper left-hand corner, click "Home") has a menu including Articles and Resources that may help also.
In general, you'll want to model characters and their animations in an editor (such as Maya/Blender/etc.). Many modeling programs can export, either natively or through export scripts, file formats ready to load into DirectX/XNA. You may want to look for a modeling program that has that feature. Otherwise, you'll have to export the data in some format and convert that data yourself (an ugly process).
Suggestion: Start with a very simple model, with or without animation, and make sure your program can load and display it. If you google, you can probably find animated models for free download (for Maya/Blender/etc.) which can give you a start until you're ready to create your own models and animate them. At that point, there are 1000s of online tutorials for creating/animating models in various modeling programs.
