Extensible skill system

Hello,

I'm interested in examples of extensible skill systems.
For instance where all skills and properties are defined in script files or xml or some other medium
that can loaded at runtime.

Mainly looking from an RPG point of view but i'm not exlcuding anything.

i'm looking at implementing a core framework with hard definitions of stats(health atk def etc)
but be able to load different skill systems on top of this, kind of like skill rule-sets.

If there is a solution alerady available that might save me some time.
