Dx7 VB alpha blending

Hello! I''m using Visual Basic and DX7, and I''m trying to figure out how to make a colorkeyed texture using alpha-blending. To clarify, I''m not wanting to use colorkeying, but I cannot get the alpga blending to make black areas transparant yet leave the other colors alone! I would make a .png with alpha information, but the createSurface() function only accepts .bmp files. Futhermore, there is no such thing as D3DX for Visual Basic that I can find. How can I either get a .png loaded as a Direct Draw surface and achieve this psudeo-colorkeying, or otherwise get this effect? Again, I cannot use D3DX or C++ code, and I''m using D3D7. Any help would be appreciated.
