lighting app

I would create a light system that Lights completely a model with spot lights.
I have the rectangular or spherical bounding box of the model, but i must use a unique system for many models of different dimension.
How i can place the lights for have a complete illumination of the 3d model ?
And i must move the lights if i move the point of view?
Can i create a shader of this type?
ps. i would use a phong shader.
