havok only like big times like 1 /60 for its update , so if you do that and only render once havok has updated then the game would be smoother
i would have thought that AI would not need to run that often , maybe 1/5 seconds, or even split that up

Eh? I don't quite understand what you're trying to convey.
Generally I try to avoid fixed step timers. Have one that is the source of truth for your game. Take snapshots of that timer at the beginning of each frame/iteration/unit of work for code that needs it.
